there are hundreds of services offering "print-on-demand" or "custom t-shirts" (<-- those are the keywords to look for) services for t-shirts, mugs, and the like. cafepress.com is the market leader for the USA, however for other markets you're better off with local suppliers due to high delivery costs. so your choice depends on your target markets.

the most innovative supplier in my opinion is http://www.threadless.com where user-submitted designs are being voted for, the best get produced en gros and sold to the (big) community, with a revenue share model for the artist.

...when I saw your reqest i remembered fotography on enamel. it is and was used a lot for widow's having pictures of their beloved...gone in the wars...and so on, to be set in pendants.
also thumbe-stones often have those pictures bigger and on porcelain.
there are companies working for that, mostly local suppliers.
my contact was in Porto, portugal....back then, 'cours i could look for it .
